Reform of the judiciary system, anti-corruption agency is constituted
Reform in the judiciary system in Albania has marked a new phase at the beginning of this year. Yesterday, the first step was taken to constitute the Special Anti-Corruption Structure also known as SPAK. This agency’s task will be to investigate senior officials and their assets and it is one of the key institutions for the reform in the justice system. Meanwhile, the High Prosecutorial Council has decided that this agency should initially start work with 15 members, who will submit their applications within a period of 30 days, while they will also undergo a vetting procedure. On his part, the head of this council, Genti Ibrahimi said that the nomination of the prosecutors who will serve in the Special Prosecution Office will be promoted, while the ones that will be chosen will have to meet the best professional and moral criteria. According to him, a magistrate should have exerted his profession for a period of 10 years and he must not have been subject to any disciplinary measures.

“The magistrate should not be a member of the High Prosecutorial Council and he should undergo the vetting procedure. The application will not only be made online, but documents will also be sent by mail. According to the law, documents should be submitted within two weeks”, he also said. Let us recall that this agency is expected to have a big workload, given that it will receive numerous tips from different sources in order to investigate assets of senior officials or cases of whistle blowing. The Special Anti-Corruption Prosecution will represent the state in corruption and organized crimes cases when the case is being handled by the First Instance Court, Court of Appeal and Supreme Court.
